At the risk of sounding very ignorant, I have a question.
When doing water changes or topping off do you add fresh water or do you you add salt water? My assumption is topping off use fresh non salted but for water changes use salt water. Please give me direction .

You are correct, when topping

You are correct, when topping off use fresh water, salt doesn't evaporate with the water and for water changes use salt water.

when to refill

it really depends on the size of your tank and contents..a small tank need constant attention, a large tank no so much (maybe every 2-4 days) i had a 75 gallon and had a large sump..i would let it go for a week before i filled the sump back up...i always had RO water made and stored in a 32 gallon plastic garbage can. I put marks on the sump for high and low levels for evap and refill levels
